To get a grant under this program, a local school district must show in its application that it serves an area with high rates of certain problems and that it has serious school crime, violence, or discipline issues. The problems covered include six types, such as homicides committed by people ages 5 to 18, referrals to juvenile court, youth under court supervision, expulsions or suspensions, discipline referrals to alternative schools, and youth being victimized by violence, crime, or abuse. The Secretary will give priority to districts that show strong local support. That means pledging partnerships with community groups, nonprofits that do education work, local law enforcement (or combinations of these), and showing a high level of youth participation in the projects.
