Require the Secretary to hire the National Academy of Sciences or the National Academy of Education, within 180 days after March 31, 1994, to study how children with disabilities are included in Goals 2000 school reform. The term "children with disabilities" means the same as in section 1401 (the federal special education definition). The study must review Goals 2000 plans, standards, and curriculum; check whether tests and other measures fairly show progress for students with disabilities and what accommodations and costs are needed; consider incentives or help for States to improve plans for these students; look at how Goals 2000 relates to other federal special-education laws; and address other issues the Academy finds important. Any panel must include consumer representatives. The Academy must send an interim report within 12 months and a final report within 24 months after the study contract is completed. The Secretary must provide $600,000 for fiscal year 1994 and whatever is needed for fiscal year 1995 from research funds for individuals with disabilities; the money stays available until spent.
