Creates a national award called the Recognizing Inspiring School Employees Award Program to honor classified school employees who give outstanding service to students from prekindergarten through high school. By May 31 each year, starting in the second calendar year that begins after April 12, 2019, the Secretary of Education must pick one classified school employee to receive the award. The award has no monetary value. By November 1 each year, starting in the first calendar year that begins after April 12, 2019, the Secretary must ask each State Governor for nominees. Governors must consider nominations from local school districts, school leaders, professional and labor groups, educational service agencies, nonprofits, parents and students, and other groups the Secretary allows. Governors who want their State’s people considered must send nominations in the way the Secretary requires. Each nomination must show excellence in work performance, school and community involvement, leadership and commitment, local support, and improving the image of classified school employees. The Secretary must create national guidelines for judging the nominations.
