Creates chances for communities to open or grow community learning centers that give students extra academic help (especially those in low-performing schools), plus a wide range of after-school or summer activities like youth development, health and nutrition, arts and fitness, technology and career programs, internships, and similar services that support school learning. These centers must also give families ways to take part in their children’s education, including help with reading and related learning. Defines key words: "community learning center" — a place offering academic enrichment and other activities outside school hours that match and support students’ school work and involve families; "covered program" — a program with a grant the Secretary made under this part that was still active the day before the part took effect under the Every Student Succeeds Act; "eligible entity" — a local education agency, community group, Indian tribe or tribal organization (per section 5304 of title 25), another public or private group, or a consortium of 2 or more of these; "external organization" — a nonprofit experienced with before/after-school or summer programs, or a local nonprofit partnered with such an experienced group; "rigorous peer-review process" — a State education agency checks applications for completeness and eligibility, picks expert reviewers who are not applicants, and has them rate applications using the rules in sections 7174(b) and 7175; "State" — the 50 States, the District of Columbia, and Puerto Rico.
