The Secretary can use money from section 7246 (except money set aside under the next rule) to give yearly grants to statewide groups or their consortia to set up statewide family engagement centers. These centers must run parent education or family engagement programs or give training and technical help to state and local schools and related groups. When possible, each grant must be at least $500,000. After the first fiscal year of funding, centers must show some of their services are supported by non‑Federal money or in‑kind help. The Secretary must set aside up to 2% of the section 7246 funds for technical assistance grants or contracts to help start, develop, and coordinate the centers.
