Lets certain groups apply for two kinds of grants and explains three key terms used in the program. Eligible entity — for grants under 7273(a)(1)(A): an institution of higher education, an Indian tribe or tribal organization, or a nonprofit working in formal partnership with at least 1 partner that is a high-need local educational agency, an institution of higher education, the office of a chief elected official of a local government, or an Indian tribe or tribal organization. Eligible entity — for grants under 7273(a)(1)(B): a consortium that includes (1) 1 or more local educational agencies or the Bureau of Indian Education, and (2) 1 or more community-based organizations, nonprofits, or other public or private entities. Full-service community school — a public elementary or secondary school that teams up with community groups and public/private partners to coordinate educational, family, health, and other supports and makes those services available at school during the year, including before/after school, weekends, and summer. Pipeline services — coordinated supports from birth through entering and succeeding in postsecondary education and careers. They must cover, at minimum, early childhood programs; strong school and out-of-school programs; help with transitions between school levels and into college or work (including any needed readiness checks); family and community engagement; college and career activities like job training and internships; community-based supports to keep students connected; social, health, nutrition, and mental health services; and juvenile crime prevention and rehabilitation.
