Summary

Makes grants to eligible groups to run an "Assistance for Arts Education" program. The program supports arts learning for students, including disadvantaged students and students with disabilities. Funds pay for teacher and principal training, making and sharing accessible arts teaching materials and online resources in multiple arts subjects, and outreach to build partnerships among schools, local education agencies, communities, and arts centers. Grant recipients must work with cultural organizations when possible (for example, museums, arts education groups, libraries, and theaters). They must use the federal money to add to, not replace, other non‑Federal funds. The Secretary must consult with federal agencies, arts educators, and arts groups and give priority to eligible national nonprofit organizations. "Eligible entity" lists local education agencies with 20 percent or more students below the poverty line, consortia of such agencies, state education agencies, colleges, museums, the Bureau of Indian Education, qualifying national nonprofits, and other private groups. A qualifying national nonprofit has national reach, staff or affiliates, and proven or planned effectiveness serving disadvantaged students or students with disabilities.
