The board can create an official seal and make the rules and bylaws it needs to run the National Gallery of Art. Those rules cover buying, showing, and loaning art, managing trust funds, and how the board is organized. The board can act even if some seats are empty, and three members must be present to do business. Only art that matches the high quality of works a donor gave may be added to the permanent collection. The board must manage trust money and artworks like someone who cares for a trust. Each year the board must send the Smithsonian Institution a report listing all acquisitions, loans, and all public and private money received and spent.
