Congress says a living institution should be created to honor Woodrow Wilson, the twenty-eighth President, who was a scholar, a university president, and a strong supporter of international understanding. A commission set up by a joint resolution of Congress recommended building an International Center for Scholars in Washington, D.C., north of the proposed Market Square. Congress finds that the center would link learning and public affairs and would fit the Smithsonian Institution’s purpose, created in 1846, to expand and share knowledge.
