The Board of Regents can make agreements with museums and other cultural or educational groups to lend Native American artifacts, run traveling exhibits, and provide training or technical help. It can set up programs for Indian tribes and communities and, with colleges (including tribally controlled tribal colleges), offer museum study, management, and research training. The Board must create an Indian Museum Management Fellowship to give stipends to Indians for museum development and management training. Congress authorized $2,000,000 each fiscal year, starting with fiscal year 1991, to pay for those programs and the fellowship.
