Defines key words. "Teaching position" means school-year duties mainly in DoD overseas schools for dependents of members of the Armed Forces and dependents of civilian Department of Defense employees, or duties the Secretary of Defense lists as teaching; it covers classroom instruction or supervision, work that needs the same education-theory and practice credits as a bachelor’s degree in education, and other education-related activities even if those credits are not required. "Teacher" means a civilian in such a post who is a U.S. citizen, or a local national when host‑nation language instruction is needed and no U.S. citizen is reasonably available. "Overseas area" means any place outside the United States. "United States," geographically, means the several States of the United States of America, the District of Columbia, Hawaii, the Commonwealth of Puerto Rico, the Canal Zone, and the possessions of the United States, excluding the Trust Territory of the Pacific Islands and Midway Islands.
