Teachers who are not substitutes must get housing, a housing allowance, and storage under rules set by the President. For each school year they work, they must receive housing or a housing allowance equal to the amount in section 5912 of title 5. If a teacher finishes a school year and signs in writing to return, they may get housing or that allowance for the break before the next year, or instead get storage (including packing, drayage, unpacking, and transportation to and from storage). If the teacher does not show up for the next school year, they must pay back any allowance or the reasonable value of housing or storage they were given, unless the Department of Defense accepts a reason beyond their control. These benefits replace any similar benefits from another job during the same break. A teacher assigned to Guantanamo Bay Naval Station, Cuba, who has no dependents there must be offered for lease any suitable, available military family housing not needed for service members or other civilian personnel and their dependents. If they lease that housing, they get the quarters allowance from subsection (b), even if other government housing would otherwise be available free.
