Defines key words used in this part of the law. Library means public libraries, school libraries, tribal libraries, academic libraries, research libraries (those that offer scholarly materials to the public and are not part of a college or university), and private or special libraries if the State decides they count. Library consortium means any local, statewide, regional, interstate, or international group of libraries that works together to share resources and improve services. State includes the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. State library administrative agency means the official state agency that state law gives responsibility for growing and running public library services. State plan means the written document the State library agency must provide to show it has the legal and financial authority to run the programs, to set policies and procedures, to submit copies for approval as the Director’s rules require, and to identify needs and actions to be supported with federal funds.
