Title 20 › Chapter CHAPTER 75— - EARLY LEARNING OPPORTUNITIES › § 9413
To get money under this law, a local government, Indian tribe, Regional Corporation, or Native Hawaiian entity must create or name a Local Council. The Local Council must include people from local agencies running early learning programs, parents, other local people concerned with early learning (like schools, child care resource centers, early learning and child care providers, and health services), and community leaders. If a similar council existed before Dec 21, 2000, it can be used. The Local Council must prepare and submit the required application. No more than 3 percent of the funds can pay the Local Council’s administrative costs. The Local Council may choose a qualified group, including the State, to act as the fiscal agent to manage the grant money.
