Each National Education Center must be led by a Commissioner chosen by the Director, except the National Center for Education Statistics (NCES), whose Commissioner is chosen by the President. The Director should try to keep steady leadership and consider people the Board recommends. The Director may hire Commissioners without following Title 5 rules about competitive hiring, job classification, or General Schedule pay rates. Commissioners (and the NCES Commissioner) get the basic pay for level IV of the Executive Schedule. Most Commissioners must be highly qualified in education research or evaluation. The NCES Commissioner must have substantial knowledge of programs helped by NCES. Most Commissioners report to and work under the Director. Each serves up to 6 years, can be reappointed, and may stay up to 1 additional year until a successor is named. The NCES Commissioner serves a 6-year term that ends every sixth June 21, beginning in 2003. All Commissioners must coordinate their work with one another.
