Require the Research Commissioner to set and enforce strong scientific rules for all research run by the Research Center. The Commissioner must make other rules needed to keep research work and its review at a high professional level. The Commissioner must look at how agencies like the NIH and NSF run research and ask research groups and the public for advice. All research must follow federal rules about research misconduct. Require the Director to set up expert peer review for grant or cooperative agreement applications over $100,000 and to use experts to judge research results. The Commissioner must make the evaluation procedures and list the criteria to be used, which can include using longitudinal data that links test scores, enrollment, and graduation rates over time. The Commissioner must also review each award recipient’s performance at the end of the award. At least 50 percent of yearly research funds must go to long-term programs of at least 5 years that match the Institute’s and Research Center’s missions.
