The Statistics Commissioner must, under section 9576, set procedures so reports are relevant, useful, high-quality, peer-reviewed, timely, and nonpartisan; annually by June 1, starting 2003, send a report on U.S. education to the President and appropriate congressional committees; issue regular and special reports on reading, math, and science.
