The Statistics Center can give copies of tables, transcripts, and other statistical records and can create special reports and surveys for state and local agencies, public or private groups, and individuals. State education agencies, local school districts, and colleges can ask the Center to make specific reports that would help them. The Center must provide special compilations if requested by the relevant congressional committees. It can do joint projects with nonprofits or other agencies, with costs shared fairly as the Secretary decides. The Center may charge the actual or estimated cost for work except when done for congressional requests or joint projects. Money it gets can be used to pay the work, repay appropriations that covered the cost, or refund any excess. Consistent with section 9573, the Center must work with other Federal agencies needing education data and must give interested parties, including parents and organizations, direct access to its data in the most useful form, including electronically when possible, under rules the Center sets.
