Creates a National Council on the Humanities inside the National Endowment for the Humanities. The Council has 27 members: the NEH Chairperson (who leads the Council) plus 26 private citizens. The President picks the 26 and the Senate must confirm them. Members must be known for knowledge, experience, or commitment to the humanities and have records of service, scholarship, or creativity. The President should consider recommendations from major humanities groups and try to include women, minorities, and people with disabilities. Members serve six-year terms. At the start, nine members will serve 2 years, nine will serve 4 years, and eight will serve 6 years. If someone leaves early, their replacement serves the rest of that term. Members cannot be reappointed for two years after their term ends and must stay in office until a successor takes over. The Council meets when the Chair calls it, but at least twice a year, and 14 members make a quorum. Members are paid a rate set by the Chair but not higher than the per‑diem equivalent for GS‑18 (5 U.S.C. 5332) and may get travel and per diem under 5 U.S.C. 5703. The Council must advise the Chair on policy, programs, and procedures and must review grant applications and recommend action. The Chair must wait for the Council’s recommendation before approving or denying an application unless the Council fails to act in a reasonable time. For requests of $30,000 or less, the Chair may act if the Council has delegated that authority, but each such action must be reviewed later by the Council, and the delegation cannot allow obligations over 10 percent of the funds appropriated that fiscal year under subparagraph (B) of paragraph (1) of section 960(a).
