Congress authorizes $400,000,000 for fiscal year 2003 and whatever sums are needed for the next 5 fiscal years to run the programs in this subchapter except section 9564. The National Center for Education Statistics must get at least the same amount it received in fiscal year 2002. No more than the lesser of 2% of these funds or $1,000,000 may be used for section 9516 (the National Board for Education Sciences). Separately, $100,000,000 is authorized for fiscal year 2003 and whatever is needed for the next 5 fiscal years to carry out section 9564. The Director must use at least 25% of those yearly funds for rural areas, including Bureau-funded rural schools. Money provided under these rules stays available until spent.
