Last updated Apr 6, 2026|Official source

Summary

The Treasury Secretary must create and run a short trial national multimedia public-service campaign to improve financial literacy and education in the United States. The Secretary will do this after reviewing the Commission’s recommendations and as part of the national strategy. The Secretary must pick and work with nonprofit groups that know how to run public-service campaigns and that have private funding, and must consult other nonprofits, public, or private groups with financial-education experience. The campaign must follow the national strategy and promote the toll-free number and website set up under this law. Materials may be made in languages besides English. The Secretary must also set up ways to measure whether the pilot helps people make better financial decisions. Each year funds are available, the Secretary must report progress and the state of financial literacy to the Senate Banking, Housing, and Urban Affairs Committee; the Senate Appropriations Committee; the House Financial Services Committee; and the House Appropriations Committee. Up to $3,000,000 is authorized for fiscal years 2004, 2005, and 2006 to develop, produce, and distribute the pilot.
