Boost success in Advanced Placement (AP) and International Baccalaureate (IB) programs in high-need schools. Over a 4-year period starting in 2008, add 70,000 teachers who are qualified to teach AP or IB courses in math, science, and critical foreign languages. Grow to 700,000 each year the number of students in high-need schools who either score a 3, 4, or 5 on an AP exam in those subjects or pass the IB exam. Increase how many AP/IB and pre‑AP/pre‑IB courses are offered and how many students take them, and help states do the same.
