Creates a National Drug Abuse Training Center to design, run, and support training about preventing drug abuse. The Director must talk with the National Advisory Council about the Center’s policies. The Director can run the Center at first but must hand control to the National Institute on Drug Abuse by December 31, 1974. The Center will offer trainings, seminars, conferences, and teaching materials. Its programs are open under the Director’s rules to federal, state, and local officials and staff; medical and paramedical workers and teachers; and other people, including those with drug dependence. Congress provided $1,000,000 for the year ending June 30, 1972; $3,000,000 for the year ending June 30, 1973; $5,000,000 for the year ending June 30, 1974; and $6,000,000 for the year ending June 30, 1975. These funds can be spent in the year given and in the following fiscal year.
