Administrator — the person the Director appoints under section 1531(c); Advisory Commission — the commission created under section 1541; Community — a local area defined by the Administrator with the Advisory Commission; Director — the Director of the Office of National Drug Control Policy; Eligible coalition — a coalition that meets the criteria in section 1532(a); Grant recipient — a person or group that gets a grant under section 1532; Nonprofit organization — an entity described in section 501(c)(3) and exempt under section 501(a) of title 26; Program — the program created under section 1531(a); Substance use and misuse — illegal or improper drug use (including substances listed in schedules I through V under section 812), misuse of inhalants or over‑the‑counter drugs, and use of alcohol, tobacco, or similar products where state or local law forbids them; Youth — defined by the Administrator with the Advisory Commission.
