Apply economic and financial sanctions to major foreign drug traffickers and their networks worldwide to protect U.S. national security, foreign policy, and the economy from a national emergency caused by international drug trafficking. Congress found that Presidential Decision Directive 42 (October 21, 1995) told agencies to treat international crime as a top threat, work with other governments, and use available legal tools. Executive Order No. 12978 (October 21, 1995) used the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) to sanction four Colombia-based traffickers, and Congress supports using that authority globally.
