Defines key words used in the chapter. Entity: a business collaboration such as partnerships, corporations, associations, networks, groups, or subgroups. Person: an individual or an entity. Foreign person: a citizen or national of another country or any organization not formed under U.S. law (but not a foreign state). Narcotics trafficking: illegal acts to grow, make, move, sell, finance, try, or help those acts involving narcotic drugs, controlled substances, or listed chemicals. The terms narcotic drug, controlled substance, and listed chemical are defined in section 802. United States person: a U.S. citizen or national, a lawful permanent resident, an entity organized under U.S. law (including foreign branches), or anyone in the United States. Significant foreign narcotics trafficker: a foreign person with a major role in international narcotics trafficking whom the President has chosen for sanctions and publicly named in the report required under subsection (b) or (h)(1) of section 1903.
