Create the National Methamphetamine Information Clearinghouse under the Attorney General. Create the National Methamphetamine Advisory Council with 10 members appointed by the Attorney General: at least 3 must be law enforcement, at least 4 must be from nongovernmental nonprofit groups working on methamphetamine programs, and 1 must be from the Department of Health and Human Services. Members serve 3-year terms; vacancies are filled the same way and do not stop the Council. Members may get travel and per diem at federal rates under subchapter I of chapter 57 of title 5 and must not be paid for Council duties.
