The Secretary of Health and Human Services must, no later than 2 years after September 27, 2007, create rules for how pet food is processed and update labeling rules so labels show nutrition and ingredient information. The Secretary must work with the Association of American Feed Control Officials and groups like veterinary associations, animal health organizations, and pet food makers. No later than 1 year after September 27, 2007, the Secretary must set up an early warning and monitoring system to spot contaminated pet food and illness outbreaks linked to pet food. The system should consider using or coordinating with existing networks such as FoodNet, PulseNet, the Food Emergency Response Network, and the National Animal Health Laboratory Network; consult professional groups and private veterinary hospitals; work with the National Companion Animal Surveillance Program, the Health Alert Network, or similar notification systems to alert veterinarians and others during recalls; and use other information the Secretary finds appropriate. "Secretary" means the Secretary of Health and Human Services.
