Within 180 days after September 27, 2007, the Secretary must send Congress a report that explains the aquaculture and seafood inspection program; looks at whether a tracking system can be made for all catfish and seafood, domestic and imported, to identify the processing plant of origin; and evaluates the risks from specific contaminants and banned substances. Congress found that in 2007 many seafood items had unapproved substances and inspections were not doing enough to keep food safe. The Secretary may strengthen the FDA’s inspection program for farmed fish and seafood as needed, while following U.S. law and international agreements. If a State asks, the Secretary can quickly make partnership agreements with that State to run import inspection programs that meet federal standards.
