Set up FDA offices in foreign countries chosen by the Secretary to help governments keep food and other FDA-regulated products safe when sent to the United States. The offices can do risk-based inspections and help local agencies carry out inspections. The Secretary must consult State, Homeland Security, and the U.S. Trade Representative, and must report to Congress by October 1, 2011 on country choices, progress, and plans for additional offices.
