The President must use the sanctions listed in section 2313: at least five for each foreign company and at least four for each foreign individual when they meet any of these tests. They are named as a foreign opioid trafficker in the section 2311(a) report; are owned, controlled by, supply precursors for, or act for such a trafficker; on or after December 18, 2025, engaged in a pattern that materially aided opioid trafficking; or knowingly provided a pattern of significant financial, material, or technological support for that activity or are owned, controlled by, or acting for someone who did.
