The Treasury can be given whatever money is needed for fiscal year 2020 to carry out the work under this chapter. From the FY2020 funds authorized by section 1403 for Drug Interdiction and Counter-Drug Activities (Defense-wide), the Secretary of Defense may transfer $5,000,000 to the Commission on Combating Synthetic Opioid Trafficking to do its duties, even if section 2215 of title 10 would otherwise limit that. Money provided to Treasury must add to, not replace, other funds. The money cannot be spent until 15 days after the President notifies the listed congressional committees. “Appropriate committees of Congress” are: Senate — Armed Services; Banking, Housing, and Urban Affairs; Foreign Relations; Select Committee on Intelligence; Judiciary; Appropriations. House — Armed Services; Financial Services; Foreign Affairs; Permanent Select Committee on Intelligence; Oversight and Reform; Appropriations.
