It is illegal for anyone who is not an athlete to knowingly plan, try, or work with others to use banned drugs or banned methods as part of a business-related scheme to affect a major international sports competition. The United States can charge someone for this crime even if the activity happens outside the United States.

Title 21, §2402

(a)It shall be unlawful for any person, other than an athlete, to knowingly carry into effect, attempt to carry into effect, or conspire with any other person to carry into effect a scheme in commerce to influence by use of a prohibited substance or prohibited method any major international sports competition.
(b)There is extraterritorial Federal jurisdiction over an offense under this section.
