Creates a program to help get new ways of designing and making drugs used and to make those methods better. The program can bring people and groups together, fund and do research, hold meetings and working groups, train staff, work on regulatory science and international coordination, and give grants or contracts. Groups that want money must apply in the form the Secretary requires and explain what they will do and how it will help develop or spread these new approaches. No later than 4 years after December 29, 2022, the Secretary must report to the House Committee on Energy and Commerce and the Senate Committee on Health, Education, Labor, and Pensions. The report must show how funds were spent each year, how FDA staff were used and any staffing problems, the number and topics of public meetings and working groups, and how many drug products approved or licensed after December 29, 2022 used an innovative design or manufacturing approach.
