"Article" means a paper, poster, abstract, book, book chapter, or other published writing. The Secretary, through the FDA Commissioner, must post clear written rules about how FDA staff must submit, review, clear, and add disclaimers to such articles. If those rules require review, FDA staff, fellows, or contractors must send the article at least 30 days before trying to publish or present it. The reviewer must give written clearance or a written conditional clearance within 30 days. If no written clearance is given by day 31, the staff member may publish or present with the required disclaimer. Other laws that limit publication still apply.
