The Commissioner of Food and Drugs can set up technical and scientific review groups whenever they are needed to help the FDA do its work, including duties under this chapter. The Commissioner can hire and pay people for those groups without following the usual federal hiring and General Schedule pay rules, but current federal officers and employees cannot get extra pay for serving on them.
