Defines key words used in the chapter. Person: any individual, partnership, corporation, or association. Interstate or foreign commerce: trade that crosses state lines or national borders, trade inside one State that goes through places outside it, or trade within a U.S. Territory, possession, or the District of Columbia. Filled milk: milk, cream, or skim milk in any form (condensed, evaporated, powdered, dried, etc.) mixed with any fat or oil that is not milk fat so it looks like milk or cream; but not special branded baby-food mixes that don’t taste like milk and that (1) are made for infants and young children on a doctor’s order, (2) come in single cans of not more than sixteen and one-half ounces with a bold label saying they are for that use, and (3) are shipped only to doctors, druggists, orphanages, child-welfare groups, hospitals, or similar institutions.
