Federal inspection under subchapter I is not given at plants that slaughter cattle, sheep, swine, goats, horses, mules, or other equines, or that prepare their carcasses or parts, when those animals or products are not meant for human food. Before such items can be sold, shipped, or imported, they must be made clearly unusable as food or marked as the Secretary’s rules require, unless they are naturally inedible.
