"Appropriate congressional committees" means four specific committees: the Senate Foreign Relations Committee, the Senate Appropriations Committee, the House Foreign Affairs Committee, and the House Appropriations Committee. "International financial institutions" covers 11 named organizations: the International Monetary Fund; the International Bank for Reconstruction and Development; the International Development Association; the International Finance Corporation; the Inter‑American Development Bank; the Asian Development Bank; the Inter‑American Investment Corporation; the African Development Bank; the European Bank for Reconstruction and Development; the Multilateral Investment Guaranty Agency; and any multilateral financial institution created after January 1, 2021 that could give financial help to the Government of Sudan. "Sudanese security and intelligence services" includes the Sudan Armed Forces; the Rapid Support Forces; Popular Defense Forces and other paramilitary units; police forces; the General Intelligence Service (formerly the National Intelligence and Security Services); and related entities like the Military Industry Corporation. "Transitional period" is the 39‑month span starting August 17, 2019, where the Transitional Military Council’s picks chair the council for the first 21 months and the Forces of Freedom and Change’s picks chair it for the last 18 months.
