Title 22 › Chapter CHAPTER 107— - SUDAN DEMOCRATIC TRANSITION, ACCOUNTABILITY, AND FISCAL TRANSPARENCY › § 10002
The United States will support a civilian-led political transition in Sudan that leads to a democratic government. That government must be accountable to its people, protect human rights, be at peace at home and with neighbors, and help regional stability. The United States will also support carrying out Sudan’s transitional constitutional charter. U.S. policy uses careful engagement to help make free and fair elections possible; back reforms for transparency, accountability, and more civil and political freedoms including religious freedom; strengthen civilian institutions, an independent judiciary, and the rule of law; empower civil society and independent media; promote national reconciliation and a lasting peace; expand women’s roles in government, the economy, and society (recognizing the key role women played in removing former president Omar al‑Bashir); seek accountability for genocide, war crimes, crimes against humanity, and sexual and gender‑based violence; encourage civilian oversight and professional security services; support economic reform, private sector growth, and anti‑corruption; ensure full humanitarian access; improve health, education, water, sanitation, and livelihoods; and support responsible international and regional engagement.
