Title 22 › Chapter CHAPTER 107— - SUDAN DEMOCRATIC TRANSITION, ACCOUNTABILITY, AND FISCAL TRANSPARENCY › § 10006
Congress urges the Secretary of State to use strong diplomacy and technical help to make sure there are honest, transparent, and independent investigations of serious human‑rights abuses by Sudan’s government under former President Omar al‑Bashir and the Transitional Military Council since June 30, 1989. The President may use U.S. foreign assistance programs (except as limited by the Trafficking Victims Protection Act of 2000 and the Child Soldiers Prevention Act of 2008) to: train civilian investigators inside and outside Sudan; collect, document, and keep evidence safe with a proper record of custody; strengthen Sudanese courts and help hybrid or international prosecutions; protect witnesses; and support related conflict‑mitigation efforts. Congress authorizes $10,000,000 for each of fiscal years 2021 and 2022 for these activities.
