The President must send Congress a yearly report that lists every foreign person who was sanctioned under section 10102 during the past year. The report must say what type of sanctions each person got, how many people had sanctions added under 10102(a) and how many had sanctions ended under 10102(g), the dates those sanctions began or ended, the reasons for each action, and what the President is doing to get other countries to use similar sanctions. The first report was due within 120 days after December 23, 2016. After that, a report is due each year on December 10, or the next day when both Houses are in session; if the first report is sent before December 10 of that year, a report is still due on that December 10. The main report must be unclassified and made public (including in the Federal Register). A classified annex is allowed, but a person’s name can go into that annex only if the President finds it vital for national security, uses the annex consistent with congressional intent, and gives the appropriate congressional committees at least 15 days’ notice and a written justification if the name is kept classified despite public evidence of wrongdoing. The list must be published even if visa or entry records would normally be kept confidential under 8 U.S.C. 1202(f). The reports go to these committees: Senate — Appropriations; Banking, Housing, and Urban Affairs; Foreign Relations; Judiciary. House — Appropriations; Financial Services; Foreign Affairs; Judiciary.
