From fiscal year 2023 through 2027, after talking with the proper congressional committees and following the limits in section 10242, money authorized under chapter 4 of part II of the Foreign Assistance Act of 1961 may be used, despite other laws, to support work in Burma. That support can fund programs to strengthen federalism and give non‑lethal aid to Ethnic Armed Organizations; help the operations of ethnic and pro‑democracy groups; provide technical help and non‑lethal aid to Ethnic Armed Organizations, People’s Defense Forces, and pro‑democracy groups for communications, command and control, and coordinating international relief; assist former military members who opposed the February 1, 2022 coup and back a return to civilian rule; help civil society document atrocities; assist people unlawfully detained for exercising freedoms; and fund reconciliation work between civil society and ethnic groups.
