Require the Secretary of State, working with the Secretary of Defense, to start making rules within 180 days after December 22, 2023, to create a faster review process for export license applications. The faster process covers commercial, advanced-technology defense items and services not exempt under the International Traffic in Arms Regulations. It applies to classified and unclassified items that will move entirely within or between the United States and Australia, Canada, or the United Kingdom and involve those countries’ governments or companies. Government-to-government cases must be decided within 30 days. All other cases must be finished within 45 days.
