The Foundation must not give support to any government or to entities owned or controlled by a government if the Secretary finds the government repeatedly supported international terrorism (50 U.S.C. 4813(c)(1)(A)(i); 22 U.S.C. 2371(a); 2780(d)), was identified under 22 U.S.C. 2151n(a) or 2304(a)(2), or failed the Millennium Challenge Corporation’s "control of corruption" indicator within the preceding 3 years. The Foundation may not do anything barred by U.S. sanctions, including dealing with people on the Treasury Department’s specially designated or blocked lists, unless the Secretary or the Secretary of the Treasury allows it. Anyone receiving Foundation support must certify that they and any entities they own or control comply with all U.S. sanctions laws.
