On top of other funds allowed under the Foreign Assistance Act, Congress may give money to the Foundation to run these programs. It may provide $1,000,000 for fiscal year 2025 and up to $100,000,000 for each year from 2026 through 2034. Grantees must raise at least two dollars from non‑U.S. government sources for every one dollar they get in a Foundation grant for a project. The Foundation must pay its own administrative costs from non‑U.S. government money. Grants cannot be used to try to influence bills before Congress.
