The Secretary of State must produce, by not later than 180 days after December 18, 2025, a regional economic development and democratic resilience strategy for the Western Balkans and should also create and run programs to fight corruption, help courts and law enforcement work better, and boost transparency and independent media in those countries. The programs should expand technical help tailored to each country, give training and embedded advisors to police, judges, and other agencies, strengthen national anti-corruption plans (especially in courts, election oversight, and public procurement), include the Western Balkans in the European Democratic Resilience Initiative or a successor, and offer training for journalists in investigative reporting. The law names the Western Balkans countries as Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia. It defines the Western Balkans region as those countries plus any European Union member that shares a border with them. The required strategy must coordinate with the European Union and other partners, use all available U.S. tools, and include an initial assessment of economic opportunities, barriers to U.S. investment, how current regional initiatives are working, and ways to increase U.S. economic activity. It must consider support for sectors like clean energy, agriculture, health, cyber-security, and small and medium businesses, including youth- and women-owned firms, and include a public diplomacy plan. The Secretary must brief Congress on progress not later than 90 days after December 18, 2025. The State Department may also run a regional economic connectivity initiative to grow trade, help startups, engage diaspora communities, improve investment rules and screening, and back regional infrastructure (transport, air travel standards, telecom, energy, environmental protection, procurement transparency, and financing help). Subject to funding, the U.S. Development Finance Corporation should consider a regional office within 1 year after December 18, 2025, and, with the Secretary of State, must submit a joint report not later than 180 days after December 18, 2025, on sovereign loan guarantees, the resources needed, and how its insurance products could support capital raised in U.S. markets.
