Require the Secretary of State to do a detailed review of the letters between the United States and Czechoslovakia on reciprocal social security payments. The review must check whether Czechoslovakia is following the letters, compare benefits for residents of both countries, and explain reasons for any differences. With the Department of Health and Human Services, the Secretary must report to Congress no later than six months after Dec. 29, 1981. The report must give the findings, recommend laws or changes to make benefits fairer, and assess whether ending U.S. social security payments to residents of Czechoslovakia would be feasible, its likely effects, and whether it should be done.
