Defines key words used in sections 1393 and 1394. United States (geographical) includes all U.S. territories and possessions except the Philippines. Cordage covers yarns, twines (including binding twine), cords, rope, and cable, tarred or not, mainly made of manila (abaca) or other hard fiber. Philippine Government means the Government of the Commonwealth of the Philippines. United States duty, for export taxes, is the lowest ordinary customs rate in effect when the article ships from the Philippines for like articles into the continental United States from any foreign country except Cuba; if more than one rate applies, use the sum of those rates. Refined sugars has the same meaning as “direct-consumption sugar” in Title 7, section 1101. Philippine article and American article each mean goods mainly grown, produced, or made in the named country where materials from other countries do not exceed 20% of value and are brought into the other country. Philippine import duty is the lowest ordinary customs rate at arrival (or the total if more than one rate applies). The words “includes” and “including” do not limit the meaning. Ordinary customs duty does not cover import charges made to offset an internal tax on a similar domestic product or on a commodity used to make the imported product.
