When the U.S. sends technical help to foreign governments, the Secretary must try to have qualified private American people and firms do the work and not use a government agency if private ones can and are available. If a government agency does the work, it should show U.S. technical skill and be advisory, investigative, instructional, or a technical demonstration. The work must not include building or supervising public works unless the Secretary finds it needed for the national interest. Assigning individual specialists as advisers under subchapter III, with any needed incidental help, is allowed.
